[WebSVN issue] ISSUE: Comparison repos path

Message The problem is when comparison repos path with path excluded repos or that repost that already added. They may include double slash symbol, or end with it. For example, 'file:///path/to/some/repo', 'file:///path/to/some/repo/' and 'file:////path/to/some/repo' are the same repo, but websvn doesn't see that.
I writed small patch, that solve problem for me, but it not perfect and need some changes for others.
