SVN 1.4 and Apache 2.2 Setup fine, but WebSVN showing empty repositories

Message I am at a bit of a stand still. I recently migrated an SVN repository from
my local filesystem to an OS X 10.4 Tiger Server system with Subversion
1.4.0, Apache 2.2.3, PHP 5.1.6, and WebSVN 2.0rc4. I compiled everything
from source and got most of it setup and running just fine.

When I connect to http://localhost:8080/svn/ I get exactly what I would
expect which in my case looks something like this:

    * MCE_ACS/

Powered by Subversion version 1.4.0 (r21228).
---------

If I click on MCE_ACS I see all the files in my repository as expected.

When I go to http://localhost:8080/WebSVN/ I get the expected page, which
looks like this:

Subversion Server
    
Subversion Repositories:

    * MCE_ACS

Powered by WebSVN v2.0rc4
------------

However, the problem comes when I select that repository. If I click on
MCE_ACS I get a blank template page basically with fields like this:

MCE_ACS

Path: /
Rev: ?rev?
Last modification: Rev -1 - ?author? - ?date?
Log message:
-----------

http://localhost:8080/svn/ has no problem reading the repository and
displaying revision numbers, etc. Can anyone point me in the direction of
help troubleshooting and fixing this? I have looked through install.txt
already, although I might be doing something wrong-headed.
